How come in Pokemon Adventure, gym leader are part of team rocket?

i recently starting reading pokemon adventures. And so far i found out that Blanie, Sabrina, and Koga are part of team rocket. And i was like wtf, and lt.surge is theif. really how do the towns people do not know this someone give me an explanation. And oh another question when did red get misty's badge
