Piecing/Gauge Ear Question?

So I'm going to get my ears pierced for the first time & I have a couple of questions. Where can i get my ears pierced and how much will it cost? I already bought 14g Tapers "Ear Plug Gauge Expander Stretcher" online so Now all i need is a place to pierce them. Also, whats the main difference between piercing and gauging? Will i need to stretch my piercing in order to fit the 14g i bought or will they be able to do that wherever i get my ears pierced? Thank you.
